| Lease-Purchase Program |
| The Lease-Purchase Program was designed to assist individuals and families, who have been met with opposition qualifying for a home mortgage through traditional means, realize homeownership. The goal of the program is to advocate homeownership through training, one on one counseling, and education in an effort to transform the lives of individuals and families, instill financial empowerment, and revitalize communities. |

In order for a potential Lease-Purchase candidate to participate in the D&E Lease -Purchase Program, they must first attend an initial workshop where they will be introduced to the Lease-Purchase philosophy, program structure, creed, and club expectation.
If the potential candidate commits to participating in monthly club sessions and accepts terms/conditions they will be extended an invitation to join one of our Lease-Purchase clubs. As a club member, each participant will attend a series of monthly workshops and/or one on one counseling sessions where they will receive either group or individualized counseling to address budgeting, savings, and credit challenges.

Individualized spending plans are created for each participant along with comprehensive action plans in an effort to strategically address and eliminate barriers to "mortgage readiness".
Each club member is assessed individually based upon their own level of "mortgage readiness". Aggressive plans are designed to accomplish "mortgage readiness" in a 12 month period or less. Although plans may be realized over a 12 month period, participants are able to locate a property and occupy that property in as little as 2-3 months.
Lease-Purchase Program Partners
D&E's Lease-Purchase program currently partners with "like minded" organizations whose ultimate goal is to increase homeownership among low and moderately income families. In addition to providing additional support and strength to club members, many of our partners provide an inventory of newly constructed and renovated properties from which our club members may select. Program properties currently span the counties of Fulton, DeKalb, Clayton, Douglas, and Henry. |

Worked with various community groups and non-profit organizations (e.g. Atlanta Neighborhood Housing Services, Reynoldstown Revitalization Corporation) and governmental agencies, in conjunction with the Federal Home Loan Bank of Atlanta, to successful finance the revitalization and rehabilitation of neighborhoods. |

Successfully renovated 19 homes in the Reynoldstown area, implementing specialized underwriting guidelines designed for residents as highlighted in GE's Best Practices Guide. |
